Unless you’ve seen them used, the difference between the Markerlight and the Targetlock Laser Line might not be obvious. The Markerlight Laser Pointer is effectively a laser sight; you place it by the shooting model and shine it towards the target to confirm you have line of sight.

Meanwhile, you use the Targetlock by shining shining it down on the table from above, painting a line between two points; you can therefore easily see if the straight line between two models is blocked by terrain or other models.
